This Strategy seeks to create a conducive and enabling environment for effective governance and management of labour migration. The Strategy is in line with the Eighth National Development Plan (8NDP) and Vision 2030. The Strategy is also in line with the Sustainable Development Goals as well as the Global Compact for Safe, Orderly and Regular Migration. The development of the Strategy confirms Government’s commitment to domesticate global, continental and regional commitments related to labour migration into national action to promote rights-based labour migration governance and leverage labour migration for national development. 

The Strategy is divided into five sections. Section One introduces the purpose of the Strategy. Section Two presents an analysis of the labour migration situation relating to governance, protection of rights of migrant workers, harnessing the development potential and labour migration data. Section Three outlines the vision, rationale and guiding principles of the Strategy, while Section Four presents the strategic objectives and measures. The last Section is the Implementation Framework which outlines the institutional arrangements, legal framework, resource mobilisation and the monitoring and evaluation framework to support the implementation of the Strategy.
